Hickory Lane Pulverize and Pave
Town of Oshkosh, Winnebago County, WI

The Town of Oshkosh will receive sealed proposals for the Hickory Lane Pulverize and Pave until 2:00 PM local time Wednesday April 30th, 2025 at the Offices of the Town of Oshkosh at which time and place all proposals will be publicly opened and read aloud.

The Project consists of the Pulverizing and Paving of Hickory Lane.

The Plans and Specifications are on file and may be examined at the office of the Town of Oshkosh 230 East CTY Rd Y Oshkosh WI 54901. This project is being partially paid for through a TRIP grant received from the State of Wisconsin to the Town of Oshkosh. Copies of the Contract Documents may be obtained from Blue Print Services.

Proposals shall be prepared and submitted on the forms provided in the bid documents. All proposals shall be submitted in a sealed envelope labeled "Proposal - Hickory Lane Pulverize and Pave." No proposal shall be accepted after 2:00 PM on Wednesday April 30, 2025.

No bid will be received unless accompanied by a certified check or bid bond equal to at least 5% but not more than 10% of the bid payable to Town of Oshkosh as a guarantee that if the bid is accepted, the Bidder will execute and file the Contract, Bond and Certificate of Insurance within fifteen days after the award of the Contract. If the successful Bidder so files the Contract, Bond and Certificate of Insurance, the Owner shall return the check or bond upon execution of the Contract. If the Bidder fails to file the Contract, Bond and Certificate of Insurance, the amount of the check or bid bond shall be forfeited to Town of Oshkosh as liquidated damages.

No bid shall be withdrawn after the opening of the bids, without the consent of the Owner, for a period of thirty (30) days after the scheduled time for closing of the bids. The Owner reserves the right to reject any and all bids and to waive any informalities in the bidding.

Contact town clerk to have CSM placed on meeting agenda for approval.

Information must be submitted by the Thursday prior to a regular town board meeting to be on the next meeting agenda. Meetings are every second and fourth Monday beginning at 7:00 PM at the town hall.

There is no review fee. The CSM goes directly to the town board for a decision.

Conditional Use Permit Application

Contact Jim Erdman at 920-233-3618. Jim Erdman issues culvert permits. Culvert permits are $300. Jim Erdman will determine the proper type and size of culvert to installed.

Winnebago County Highway Department properly sets all culverts for proper drainage.

Property owner may be subject and responsible for the cost of the culvert and labor to install culvert. The permit fee will be applied towards the total cost.

Fill Permit Application Form

Complete and submit application and site plan to town clerk to be placed as a meeting agenda item. Fill permits are approved by the town board.

There is no review fee requirement.

Requirements are:

  • Must be 18-years old or older
  • A non-resident applicant must live a reasonable distance from the station
  • Education and training is provided
  • Applicants are subject to a criminal background check

Best time to meet with members of the Volunteer Fire Department is the first Monday of the month at the town hall after 6:30 PM.

New Applicants who have operated as a Short-Term Rental prior to 4/1/2025: How to obtain a State Tourist Rooming Houses License Number.

  • Apply with the Winnebago County Health Department. Winnebago County Health Dept. is an agent for the State to conduct the inspections and issue the license.
  • First-time applicants will be charged $212 for the pre-inspection and $151.00 for the Tourist Rooming House license = $363.00 total initially
  • Renewals thereafter, the fee is $151.00 annually, expiring on the 30th of June each year.
  • Those applying in April, May of this year (2025), the license won’t expire until the following year, 2026, 30th of June.
